This is an update regarding the land use redesignation application for the affordable housing project on Mission Road. The ECA Planning Committee provided the following comments to the applicant to encourage modifications to the design presented on April 14, in advance of the planned open house in May.

ECA Comments:
Thank you for attending the meeting last Tuesday and presenting the preliminary design and massing of the project. After hearing the comments from the neighbours and my subsequent discussion with you at the meeting, the Erlton Community Association’s Planning Committee would like to offer the following comments.
As stated to you previously, we support affordable housing in our community; however, we believe there can be modifications to the design to allow for community support for your specific project. Specifically, the massing shown in the presentation is of concern. It appears to be a six story slab with no ability to provide softened interfaces. Some observations were previously provided, such as how it would be beneficial to preserve the mature spruce trees along the east side and to step the building height to the north and east to allow greater compatibility with the much lower density interface.
Additionally, after reviewing the presentation, it appears that the main entrance is intended to be from Erlton Terrace instead of Mission Road. We strongly believe that a lay-by and main entrance from Mission Road is preferable, with Erlton Terrace as a secondary entrance. If the main entrance is on Erlton Terrace, there would be a great deal of additional traffic from deliveries and pedestrian pick-up/drop-off on this narrow, unimproved and little-used roadway.
With respect to the massing, the application is for 62 units on a 0.41 acre site with unit density much greater than the neighbouring developments. There was no outreach prior to Onward submitting their application to purchase the land and there was no opportunity to discuss what would be a reasonable increased level of building mass and density. We note that the affordable housing development at the former Erlton School is approved for 60 units on a site that is twice as large as the subject, and the Mission 34 development east of the subject has unit density that would be equivalent to 35 units on your site. While it is clear that the number of units proposed were part of your application to purchase the site, we believe it is necessary to provide a reasonably compatible building envelope.
We recognize there is a great need for affordable housing, and we would encourage you to modify the design to arrive at a building form and community interface that can be supported.
